How the scores work

Every number comes from the home's public record with the California Department of Social Services, Community Care Licensing Division, which covers roughly the last five years of inspections and complaint investigations. We counted citations and substantiated complaints for every 100 licensed beds (and treated any home smaller than 50 beds as 50), so a large community is not marked down just for being large.

Homes with a pending state legal action, homes licensed for less than a year, and homes scoring under 60 are left off. Ties go to the home with fewer citations, then the longer record.

No Type A citations (immediate risk to health or safety)35 points
Few Type B citations (could become a risk if not corrected)25 points
Few substantiated complaint allegations25 points
Years licensed, up to 1010 points
Hospice waiver or bedridden clearance, so a resident can stay as needs grow5 points

What a state record cannot tell you

A clean record means inspectors found few problems. It does not tell you whether the food is good, whether the caregivers are kind and stay for years, how it smells at 4 p.m., or whether your mother will make a friend there. A licence is not a rating.

Board and care homes are small, usually six residents in an ordinary house, so one bad year can show up as one or two citations. Read the reports themselves: the state record says what was cited and whether it was fixed.

Prices are not on the state record. In Torrance, a shared room starts at about $5,000 a month; every home sets its own rates and levels of care.

Questions about this list

How did you choose the best board and care homes in Rolling Hills Estates?

Only from the state's public licensing record: Type A and Type B citations, substantiated complaints and years licensed, counted per 100 beds. The scoring table on this page shows the points. No home paid to be listed.

Does Hamssa get paid by these homes?

Some homes pay Hamssa a referral fee when a family she refers moves in. Families never pay her. The ranking does not depend on who pays: it comes from the state record alone.

What is the difference between a Type A and a Type B citation?

A Type A citation is for a deficiency that poses an immediate or substantial risk to a resident's health or safety. A Type B citation is for one that could become a risk if it is not corrected. Both appear on the home's public record with the inspector's report.

How do I check a home's record myself?

Search the home's name or facility number on the state's Care Facility Search (ccld.dss.ca.gov/carefacilitysearch). Every entry on this list links straight to its record. Our guide to checking an RCFE licence explains what to look for.
